The Strategic Investment Board’s Social Value Unit is conducting a survey on behalf of the Department of Finance’s Construction and Procurement Delivery to inform a review of the minimum weighting of the overall award criteria which is allocated to social value, as required under Procurement Policy Note (PPN) 01/21: Social Value in Procurement.
A webinar to provide background to this review and further information on PPN 01/21 will be delivered on the following date:
Please sign up via the registration form below. Joining details will be shared nearer the time.
PPN 01/21 requires that services contracts valued above £500,000 and works contracts above the relevant UK procurement threshold are awarded on the basis of social value, alongside cost and quality. The policy also mandates that a minimum of 10% of the overall award criteria for these contracts is allocated to social value. Contracting authorities may apply social value to contracts below these thresholds and/or allocate a weighting greater than the minimum 10%.
Respond to this survey to share your experience of implementing social value requirements, including your views on increasing the minimum social value weighting above 10%, and the potential benefits and/or risks associated with such a change. Please respond to the survey by 5pm on Friday 20th November 2026.
As noted in the PPN (Section 4.1), there is a requirement to review the percentage minimum score for social value by December 2026 and to consider whether an increase will help meet the policy intent of PPN 01/21.
